Peeta could always be a tracker/watcher/ investigator role too seeing as he is able to follow/watch people without them knowing. There are many possibilities really.

I love how on the first day, Harvey is saying he's getting scum reads from the two most inexperienced guys, going off what they said in the sign up thread knowing damn well that they wouldn't be able to defend themselves aside from saying "I'm not scum".
Not only a scum move but an asshole move.
