William Worrell has nowhere to run. He’s held at gunpoint by officers
Rusty Galloway and
Stefan Bekowsky. The only exit out of the room leads to an inferno. William Worrell lifts his hands up.
William Worrell: You don’t know the power balance you are destroying here. If you merely lower your weapons and allow me to walk out of here, I will see it that you are both handsomely promoted-

William Worrell grabs his arm as Galloway’s gun goes off!
Stefan Bekowsky: I don’t think that’s the answer he wanted, you smug son of a bitch!
Rusty Galloway: There’s no crawling out of this one. You’ve smeared too much blood on the streets. Now I want to know what the Suburban Redevelopment Fund was up to, or I’ll see how many others areas you can bleed from…
William Worrell: We…we came together in the interest of starting rehabilitation centers for drug addicts. Monroe had the financial backing, Fontaine had the medical staff and influence, and I could provide the addicts off the street once they were arrested.
Rusty Galloway: You expect me to believe dozens are dead because of your generosity? Do you want me to shoot you again?
William Worrell: Our…ulterior motive was to take in the drugged up siblings of certain famous congressional figures. Once inside, we’d brainwash them Fontaine’s medicine, and make them liable by spilling family secrets that we could hold over state senators. With it, we could gain enough political leverage to fund any project we wanted in the city; we’d have been rich if not for some…complications.
Stefan Bekowsky: Spill ‘em
William Worrell: Fontaine’s medicine was risky…it created aggression we couldn’t control. Made that arsonist, Ira Hogeboom, crazy, as it did for other patients. We tried to contain the noise, but a journalist, Curtis Noble, caught wind. We went to Vice, but thankfully, Roy Earle intercepted him, warned us, and took care of Noble. From there, it spiraled out of control…and we failed to cover it up. Now you see how we got here.
Rusty Galloway: The street’s lined with blood because you wanted a heavier pocket. You don’t know how badly I want to put a fucking bullet in your head.
William Worrell: If you do, no one will ever know the truth…it’ll be on the two of you to convince the city that its police force was working against them. These people need hope; you can use me give it to them. Just please…let us talk out of here together, and-
Stefan Bekowsky: No.

Stefan Bekowsky: If the people knew this truth, it’d kill them. They’d never trust the cops again, and this city would be thrown into Hell. No one can ever know the LAPD was involved with this…sorry Rusty.
Rusty Galloway sighs, and the doors behind the men bust open as firefighters and cops storm the room. They raise their guns to
Rusty Galloway and
Stefan Bekowsky, the only remaining survivors of the LAPD Task Force.
Officer: What happened here!?!
The two cops exchange one last look.
Rusty Galloway: We just solved the case of a lifetime…it’s closed, boys.
The cops exit the room, leaving behind a trail of bodies…and the truth.
